I partied today with one othell who said that attribute on wep doesnt effect skills dmg, is it true?

If your skills are not oe'd for element, yes this is true.

So basically it works only ~99lv, well.. that makes sense.

so that what is the point to put those attributes on weapon? Against mobs? Question: do those attributes work which are on armor? Thing is that mages still doing high damage no matter what.. jewelery OE and set attributed with crystals and mage with requiem weapon still manage to hit 5-8k easy...
