Someone probably brought it somewhere far away and is keeping it alive to block characters from completing their 2nd class transfer quest.

He was fine before the maintenance, managed to kill him twice on 2 separate chars with no issue at all.
Shame there's no 24hr CSR to fix these kinds of issues :(
