so in theory it should be vp 200%+mentor 200%+nevits 200%+xp rune 50%=650%?

VP and mentor gives you 100% each, the 200% in description refers to the total amount you are getting included the initial 100% everyone has.

All the exp modifiers factor the base exp you are getting.
