BUG REPORT: TW Item Not Available

The final Territory War session for each server will proceed as normal. After the game update launches on June 13, the News Informer NPC will be in-game for one month, until July 11, to help players complete any unfinished Territory War quests and to sell all previously-sold territory-related items for Territory War badges. In Goddess of Destruction: Tauti, Territory War badges can also be spent at the Aden Reconstruction NPC for Hero’s Treasure Chests.

Dear NCSoft,
I was very excited to become an exaulted mercinary and be able to purchase the special items, especially: Lord's divine Talismen. To my supprise This quest was not finnished and the item is not available to purchase.
Is it possible to add these items to the available items in the news informer?

The other quest rewards from the Mercenary NPC like the talisman you are referring can only be obtained if you completed the quest. I do not think it is possible at this time to add those Talismans since the News Informer will only last a month and this request would require additional development work. Also please note that if you have an issue or find a bug, please submit a support ticket (https://lineage2.custhelp.com/app/ask/).

Btw what about the "Badges -> Hero TC" thing?
