I made some tests with those lucky enchant stones and here are the results:
I got 20 R grade boots/shoes and enchanted them all to +4 without using Lucky enchant stones. Then I started enchanting to +5 with Lucky enchant stones and all of them failed.
Then I took another 20 items and tried to enchant them all to +5 and I got like a 25% overall success.
Then I did this again and the results proved to be the same.
For all those enchanting attempts I used Enchant Armor R grade scrolls bought with mentee coins.
My conclusion is that these Lucky stones are not just useless, they are decreasing the success rate while you try to enchant.

put this in Juji's Lab thread! I am curious now as I got a few "lucky" stones in the event lol
yeah I would say DO NOT USE THESE STONES. until theres an announcement that they acknowledge they fail constantly more and fix it.
every single lucky stone I used always made the enchant fail, even back when Destruction scrolls were in destiny packs.. All lucky failed every time for me.
Wouldn't say that the OE rate is lower with these stones.
You just had bad luck korean random wise.
Used like 10 of them, been ok.
Also i spend ~170 BEAS to oe armors without the lucky stones, so the "luck" is still random (Best been 16 beas, worst 76 beas to go to +6).
Probably I should have said that I am an engineer first. So when I am testing, trust me, I know what I am doing. Korean random won't work with too many attempts.
Second, I have ~ 300 Lucky enchant stones at this point and their number is increasing. So by the end of the event I will probably have ~ 400 or more.
I have enough items to test with as well, so I'll do a lot more extensive testing of this issue but even now it is clear to me that the enchant rate is way worst with the stones used.
And by the way I am not just doing this for the community :). By enchanting this way I am getting all the R crystals I need in order to get some good stuff from the NPC in Giran :)
I would like to hear some more opinions about these because I have actually had VERY mixed results with lucky stones from event. I made my TW Hvy set +6 using regular enchants and lucky stones on every piece except BP (used bless for BP) and I would say that they helped tremendously. While I don't have the exact succeed/fail numbers I would say that I got to +6 after 3-4 fails using stones.
However, when I tried to make +TW Jewels I never got passed +5 using stones so I really don't know what to tell you. It's almost as if they INCREASED the "randomness" in Korean randomn LOL.
They are just like buying lottery tickets... you can dream about being enchanting but at the end of the day the only one lucky is the person that sold the dream to you.
Reality in our virtual world is more harsh than the real world, profits rule everything.
But also keep in mind that games usually use algorithms based on time to define the results of a given distribution. In simple words you might have higher chance to succeed if you had succeeded before and on the other hand higher chance to fail if you had failed before.
If l2 uses that type of algorithm then you might have been on the "fail time" (meaning the time space in which chances to fail are higher).
Game obviously assigns random number to your success. Stone will only help a limited amount. Only you can decide whether or not you choose to use a stone to increase you enchant chance, but Juji's test shows they do help your odds of success.
