In case some people are not yet aware there is a new function in the NCLauncher system where you can tell it to NOT use Pando Media Booster.
Note this function is only found on version 1.6.8.0 of the Launcher from what I have been able to see. It is an easy process and does not go against NCWest and how their updat system works; for me a I get much faster downloads without Pando.
Step 1: Check to make certain you have the correct version. I actually have the factory install DVD's of Goddess of Destruction but I doubt it makes a diference.

This is incorrect. PMB is always running in the background of your computer unless you disable it thought the Running Tasks control panel. The only thing NCLauncher, or any updater that uses PMB, does is call the booster when it needs it; for this is program needs to be already running. Aside from that it is running in the background on your computer, you just don't see anything because it is running silently.
Do an uninstall of PMB and you will see the message "Stopping PMB", this means the program is running as a Windows service and the uninstaller needs to stop (as any running service needs to) it before it can remove the system.
This is correct. I had some problems in windows XP to update a few weeks ago, and reviewing the options, remove the Pando booster and it worked perfect.

What I meant by "work" is that it doesn't use bandwidth, so it's definitely not the reason he has lags while he "plays".
It may be running in the background as a service, but definitely not using the network unless you're downloading the client updates.
