Yes, u can put 120 wind on each, earning yourself 600 wind resist.
Most ppl choose not to though, since that would make you vulnerable to the other elements.
The max per armor piece is 120, per element and you cant have conflicting elements on the same piece, ie you cant have both fire and water on same piece.

Any idea why I can't add a +150 wind stone to my weapon if all i have on it is +175 fire?

Because it's for the FIRST 150. Also Fire ---->Wind is not possible either. You can't have two elements on weapon. If you wanted wind you have to go to the attribute npc in rune or aden. Have him remove your current element, then put the wind +150 on.

Actually it would be easier to use an attribute change crystal. If it's an R grade weapon the change crystal can be purchased for a few million adena. For any other grade you can use mentee coins.

a.) like others said, it's the wrong element. You can only have ONE element on a weapon, so in your case you would need fire to increase it further.
b.) the +150 element stones only put your weapon at a max of 150 (i.e. what you could get by using STONES, not CRYSTALS). So, if you have a +0 element weapon and put the +150 stone on it, you get 150 element total. If you have 50 element already on it and put the +150 stone on it, you get a new total of 150 element, too. If you have 145 element on the weapon already and use the +150 element stone, you also get a new total of 150 element on the weapon (and if the weapon already IS 150 element or above, you cannot use the stone). Think of it like this: the stone does not INCREASE the weapon element by 150, it SETS IT to 150, whatever it was before (except if it already is 150 or above, then you cannot use the stone).
