There's already good established forums outside official that don't moderate so hardcore. I'm not about to join a new forum for a game that's this old with already good established forums.

Yea, there is almost no contrast. Black background, dark grey table, and light grey/dark blue-green text is not the way to go.
Hire someone that knows how to make accessible good looking websites to redo it for you.
There is also no content, after running quite a few forum websites, I can tell you that user generated content just doesn't appear suddenly. The administrators/moderators will probably be the only people posting for the first 100 or so topics.
The likelihood of your website taking off and becoming popular is almost entirely decided on the content you provide being worthy of discussion, combined with a pleasant user experience. (back to the horrendous color choices)
