Why do you think I keep asking for Juji to run the tests, those chinese sites are not reliable and people keep citing them like they are quoting official skilldata.txt.

Added an additional test with cost. Also did +10 for 2 elements.
Perfect:
+10 Cost = 86846
+10 Duel = 93907
93907 / 86846 = 1.08 or 8%
I would further assert that this is most likely not a percentage modifier but a static chunk of skill power that is added when the target actor is a player. It will have a heavier weight when the target has lower pdef and effects like boost are in play rather than general pvp damage effects. This is how duel skills worked in H5.

It is percentage modifier but as all stats in l2 they get calculated by static + dynamic equations think of it like : damage = static + dynamic (all buffs apply here)
and it 1.08 is exactly what buff that has description 10% would do.

Non trivial to figure out given that we do not know how much patk the attacker had, whether soul shots were used, nor do we know the defenders pdef or the attack/defend element, or pvp equipment such as belts.
We also do not understand how the damage calculation formula works since GoD.
While the NCKorea Lineage 2 Laboratory gives test characters the equipment and buff cocktails most players use at the time, so as to create situations where average players will actually find themselves in and can relate to, ChildOfHeaven uses wherever possible naked characters with no skills learned, so that she gets no distortion from armor set bonuses, masteries etc. Unfortunately this is not feasible when the skill has a base power of more than 20,000. You would just record dead - dead - dead.
I don't know, Juji, would it be technically possible to create a lvl 200 player character with raid boss-like HP? Leave that absolutely naked (resp. in its underwear), no skills learned. Then create a lvl 98 Tyrr Warrior without any skills learned except Mega Strike. Keep that also absolutely naked, just with a no-grade Squire's Sword as a carrier for the skill (the 1 P.Atk Chrono weapons might have unwanted side effects). Then hit the lvl 200 character with Mega Strike enchanted in steps for both Cost and Duel. Since we now know that we are not looking for a percentage but a fixed number, Diego could maybe combine those results with the skill base power and arrive at a deeper insight into the skill's mechanism :)
