I have tried many times to send a petition to GM but everytime it writes: currently unavailable. GMs wants to help them by reporting bots but they are never there? I can only report 1 bot every 30 mins using the report button but by this way I can't report the numerous full parties I see every day botting at same place. Please help.
G88 welcome to Lineage 2. Bots are a scourge and at the present time, removal of them is akin to trying to stop a tidal wave with your bare hands. I hope you figure out sooner rather than later that at the present time, the admins are unable to deal with the entire situation unilaterally.
The in-game petition client was disabled indefinitely with the Tauti game update. This is mentioned in the patch notes. The methods for reporting a suspicious player are to use the Report Button and/or to send a website support ticket (https://lineage2.custhelp.com/app/ask/).
