If Ncsoft would unban every account that has been banned since c1, that would probably be the most epic move ever. I think people would come back. There would be mass pvp everywhere! What a fantasy!!
It would be hilarious. The player base would grow. There have been cheaters since beta. They won't ever disappear. Unban the accounts and grow the player base! More competition would follow. It would be great.

It would suck even more. L2 needs more legit players, not more cheaters who
bot, & use 3rd party pvp programs.
This game is played only for players. All movies of bots / scripts / programs are created in private servers and share in youtube to try put NC in hall of shame.

You know those players that got banned they did for expoliting,boting etc.
They give ban once a year anyways.We have player's that boted and still bot on magmeld.They managed to make lvl 99 in less then 4 months and more are hitting that lvl every day using bot.

Ncsoft will not ever get rid of that. You are naive if you think they will be 100% gone one day, they have been here for 8 years. Lol all you do is unban them, then the legit players fight the cheaters!

Lol I am just saying, un ban all the banned accounts. Ive known people over the years who have been banned. It would be hilariously ACTIVE!
