For the most part, it doesn't work. The success rate for plunder was nerfed so badly in the last update that most rogues don't even bother with it now.

If you know the mechanic of spoil/sweep from Bounty Hunters, it's easy to relate to the new skill: You use it on any monster, and you have a chance of getting an item right away (like an auto-sweep-thing). If it does not give you an item, it's because the drop chance is too low for you to get anything.
