Just look up for Sace's posts and you can find your answer by yourself. I merely stated what was already stated before.
By the way, "licensed" means that it's another party managing the translations and the site, therefore, it's not NCWest managing that site. I believe they added the link (which doesn't mean they allow Brazilians to speak their own language on the official boards) just because most Brazilians barely know any English.
Sace ( or Juji , don't recall exactly) also said they wouldn't translate the site in other languages , that's why i was refering to that , just sayn' .

In fact, just in case you haven't looked at those links, the official site hasn't been translated in other languages. They simply licensed a 3rd party site to provide some content written in a language BRs can understand.
The fact it's licensed isn't a detail, it means that no one in NCWest manages that site.
Also, for the "no patches", there are NO PATCHES to translate the US client in Spanish. Just sayin'.
cause Br were/are most of the non-engish population at the time ,and it has a ncsoft logo and they can buy nccoins from there , i'd say they most likely take a look once in a while there ..

Level Up is a licensed retailer for the codes, like Gamestop is... Does the fact they both sell codes for NCCoins mean that NCWest manages both of them? No, it doesn't.
Anyway, I seriously doubt that after 8 years NCWest is going to fully translate the clients to support multiple languages. Care to specify why, if they licensed a website to host some BR translations, they haven't released a BR patch yet?
It's because they can't. And they're currently understaffed.

the client have 4000+ lines to translate. Too much work is translate from Koren to English.
