Light Elven Yul: STR or PATK Pendant

A dark elf friend of mine asked me which was a better pendant for Yul, +3 STR or +5% patk. I guessed that STR would be worst for a dark elf, since the percentage is smallest for him, but it is the largest for me as loLE. Coincidentally I got a PATK Pendant from the Memorable Raid Boss this morning.

This makes me wonder also, with skill mastery based on STR, does LE's low STR give him:
1. worse skill mastery rates, worst all around everything
or
2. is the rate 1.0 for the base strength of each race, such that any STR increase would be proportionally greater for low STR classes?

So either which is better universally +3 STR (with skill mastery and crit dmg considered) or +5% patk, or does it depend on race/base STR.

+3 STR on DE Archer gives a bit more then 6% p.atk and crit.dmg. So if 1% isn't so vital for the toon you can call them even.
On LE it gives a bit less then 5% (4.73%) if i remember corectly, so again you can call it even.

If you have the money for STR +3 better take it, cos it gives you skill power and skill crit rate (which is different from p.crit rate).

Hmm, with my in game tests, the +3 STR gave me +3% patk and my DE friend +2.5%.

And also that is with comparable STR (~110) because he didn't have any STR dyes yet.

While using P atk I noticed an increased damage (+9 str) but with STR the skill re-use triggered a lot more, so I would go for STR.
