When I attacked a pink mob of a large level difference I still get exp but it is very low and it stayed low until I reached a certain level range of it where the exp remained constant for a few levels before decreasing again when the mobs turned a light blue/purple color.
Also the damage reduction of levels seems very off.
Does the Iss enchanter have the same stats each level? If not then the results are skewed and therefore invalid.
Indeed, I was under the impression that there is an XP penalty when you are killing mobs higher level than yourself, too.
However the damage penalties seem sort of consistent with expectations. I believe the character stats were not constant. However, as you can see from the second part of the test, that hardly makes any difference (at lvl99 the damage was not even 3% higher than at lvl 90).
Keep in mind though that it may make a difference whether it's normal hits, critical hits or skills.

Indeed, it exists, I've observed it in places like Fortuna. Though I can't say what's the exact xp penalty, since I didn't write down the numbers nor calculated the differences.
Something seems wrong here. Even exping in swamp I've noticed that from 85-88 is very slow, but once you hit 88 the exp picks up since you're closer to the mobs level. Granted I'm killing the yellow and pink mobs down in the south, which could be a factor though if there is no exp penalty there should not be.

87 > 88 = almost equal to 90 > 91
88 > 89 = wtf lol easy (alot less xp needed)

yes 87>88 has a much wider xp window then the lvls around it.
this is normal. long ago there was a 2x lvl that needed way less xp to pass then the lvl before it.

Are you testing the exp per mob? Or the % you get each mob? Level 88 takes less exp than 87.

Erm, there might be some confusion here, but I assume when we're talking about an XP penalty we're talking about absolute numbers, not "how fast I'm leveling". So, nothing to do with XP required to level up...

In my case it is the same.. Killing exactly the same number of mobs in the same amount of time with the exact same amount of exp boosts. Kartia 85 group always has the same amount of mobs.. If you kill them all instantly you have to wait on respawn.
I solo'd group kartia 85 with my iss... Kartia 90 is not as efficient for 91+ as kartia 85 was for 87-90.

I remember comparing % amounts from the swamp quest at GoD release with people that were different levels. I can confirm that 88 is much easier than 87. I have a level 88 if you want me to kill it and test the exp from brez.
make sure that the toon your killing does not have a clan with clan luck. also make sure the person dies from a mob to make sure its 100% xp loss.
also for those xping and saying how long it takes. the amount of xp you aquire is always different according to the levels of the party memebers. if a lvl 90 is in party with lvl 99s, killing lvl 99 mobs, the lvl 90 will get the least amount of xp, and as he levels he will get more. and the 99s will get less, untill he gets 99 and the xp they all gain will equal out.

I'll have to do tests tomorrow.. I had based my findings from comparing the percent gained from the swamp quest (147 million exp or whatever).
I have level 85,86,87,88,91,93 toons I could test but the 91 and 93 are in clan/alt clan with clan luck so they aren't as testable. I remember stumbling upon an exp table once upon a time that was correct (not what Korea or Taiwan got which is different than what we got), but my search has come up empty handed. I think L2wiki has an exp table but alas if that's the site I am thinking of it is wrong as well.
Percentages indicate the damage increase (not the penalty decrease) that you can deal on every level you get.
So if you are 90 and (supposing) all bosses in Fortuna are 95. You should expect an increase in your damage output by around 25% on every level you get till you reach 94.
