Questions about P.Crit Rate and P.Crit Damage

Does P crit rate affect skills or does it just affect normal attacks?
Also does P Crit Damage affect skill dmg when skills gets a crit hit or is this only for normal attacks it increase the critical dmg?

Your physical crit rate affects only normal hits. It does not affect any skills. Skill crit rates are affected by your stats character stats.

So wait P crit rate affects normal which is so far true.
and P crit dmg affectts wats? normal or skill attacks when the skills is crit?
