3. Refund all overpowered items and delete them.
4. Keep the store model like the one League Of Legends have : 0% power 100% cosmetic.

You forgot the fact that League of Legends is a fun game because of:
1. Fast action - compared to NCSoft L2 endless grind for top levels
2. Smooth gameplay - you need way over the top PC to play L2 without FPS drops
3. No gameguard - go figure
4. Dedicated support - we have that too, here on official forums. You can earn an infraction in a blink of a second....
5. Non-stop changes and development of new heroes and items - hmm...at least we got the wheel of fortune... oh wait, never mind that
6. Fast bug fixes - every two weeks, maybe
7. Community - whatever you think about LoL community, Riot is light years away compared to NCSoft
If I were you, I wouldn't bother anymore with suggestions. They wont change anything, no matter what we ask or plead for it.
But be honest, the glory days of LoL are gone too.
Just create a lvl1 acc and try to compete. There are barely new players around. Mostly bored lvl 20-30's that create a 2nd, 3rd etc. account to pawn newbies, while in fact there aren't any newbies anymore.
L2 > LoL in the long run. Even if L2 is far away from what it been 4++ years ago.

Its absolutely TRASH and BUGLAND Formulas there is absolutely useless Ashes arows just go throu enemys all the time not even scratch.Stuns not stuning resists not resisting. NCWest's earnings are already in the deep red numbers. Do you really think cosmetic items would bring more income as stuff like DEWR etc?
Which brings me to my next Question, how many NCoins have you/all the others that want only cosmetic items in the shop purchased?
I see this thrown around a lot, but NCWest (NCInteractive) being in the red does not mean L2 operates in the red, in fact I'm fairly certain that it's quite profitable for them. It's entirely possible (if not likely) that the L2 player base is being forced to carry the weight of less profitable titles.
To be quite honest, the level of service being provided has fallen, while the cost of playing the game on any competitive level has risen drastically, and that is not a sustainable long term formula (perhaps NCSoft doesn't care and will just close the servers down once done bleeding money from the L2 players).
Perhaps they do need to sell "power" in order to remain profitable, but even then they could have done it in both a more fair and gradual manner. Instead, they constantly bombard people with more items that they "must" have if they don't want to fall behind and on top of that they usually add in a random chance to obtain it, which means that people have to gamble with their money.
