I've been seeing it for a while now. Some people join CoC and somehow recognize themselves inside (or perhaps it is a "ventrilo" pre-made) and then they start "partying" to kill the rest --no problem so far, that could happen even if they were not on "party"--.
But then in the end they refuse to kill themselves. I just participated in one CoC match that two healers on r99 gear killed everyone assisting each other and them refused to fight each other in the end, therefore every single player had to wait over 3 minutes to be able to leave CoC and to eventually re join.
CoC is designed to be all against all and this kind of behavior is making it pretty much just a boring feature of the game.
Is that allowed anyway? And is there a feature that can be implemented to force them to attack themselves if its the case!?

Perfectly within the rules tbh. I've experienced it myself, so I understand where you're coming from, but they can't punish people for refusing to kill each other. It's teamwork, which this game is also about.
