What you just said is nonsense. Draconic Leather Armor has only 1 main piece, that's why you can't put it on the Twilight Leather Armor (which has breastplate and leggings parts).
While Formal Wear has the weird behavior of changing the appearance of whatever you're wearing into the Formal Wear. Still, it's an oddity, and the above explanation is the only one I can conjure to explain such odd behavior of the Appearance Stones.

Formal wear is difference. Is the same as with appareace stone for hair acc. You cant use look of for example cat ears (one slot) for wizzard hat (2slots) - trust me, i was test it with my refined carnival circlet, i cant put stone for one slot accesories.

Well, you're right. I was surprised that it was even possible, coz formal wear isnt armor in the true sense of the word... welcome in ncsoft;) Mby they changed it too.
Can you actually equip other armor though? Since when you put on formal wear it replaces everything, doesn't the appearance stone make it act like the actual piece you skinned it to?

Do you mean that Formal Wear gets the stats of the breastplate (and therefore of the whole set) you transformed into the Formal Wear? It does seem possible: in these same boards, there was a player asking how it was possible for someone wearing Formal Wear to go around PvPing people. Turned out it was a Formal Wear-skinned Seraph (probably) armor.
What I mean is that when you equip formal wear it removes every other piece of armor you have on....so if you was to skin say a Seraph tunic to formal wear, then equip that seraph tunic, would you be able to put on the rest of your set or would it act as the current formal wear and be just 1 slot, aka just the tunic....
Well, given my example above, I would believe that the Formal Wear skin has just the skin effect, not the equipment-removing effect, therefore you have the full set effect even with a breastplate skinned as Formal Wear.
Formal Wear takes up all your armor slots, so all you need to do is use one armor appearance stone on your chest piece. Draconic is a different story since to get the complete appearance you need 4 pieces of armor. One of which, is a full body piece (chest & legs) that cannot be used on R-Grade armors since there are no full body pieces in any of the sets.
Kamael Warriors, Enchanters, and Knights can actually wear Draconic appearances if they wear heavy armor. The Imperial Crusader armor has the same appearance as Draconic for Kamael.
