1) Both are worthless imho, someone probably will tell you to go STR.
2) No. You don't have mastery for 2 handed swords.

Str dyes are best for an Iss regardless of race. Men are worthless for every class in game.
Duals > 2H sword.
doesn't really matter just get every resist to 240+ and you will be fine. Choose fire/holy/wind on three pieces and water/dark/earth on the other two. If you do this you will have three resist over 300 and and the other three will be about 300 (with buffs/items/clan skills/etc.).
str / con depending on your play-style / pvp frequency
tried all three weapons on elf iss (+5 apo +200 attribute) found out dualsword > 2hs >dual blunt (don't ask why it is but 2hs seems to have same patk as duals with blunt's SA's, and yes you can use all your skills with 2hs as well)
armor is totally up to the user, there really is no right or wrong answer to the what you put up.

be sure to bye lv 5, so u dont get to lose one of the other stats, but they are expensive so wait some time till u get 95+ :)
If you play more solo:
1) 3xSTR+5 (-DEX doesn`t matter so much)
2) The new passive skill applies for 2h swords also, so if you want play with slasher, the diff isn`t so much since you will kill things in skills mostly (or huge crits :D)
3)all are important, but don`t do more than 3x60 on immortal/twilight
If you`re the party`s heart:
1) CON helps you to live longer, and if you play well you can save all the party (bressing the healer, running with all the mobs till other got resses etc etc) but afterall i prefer str
2) Get Health SA on any wep, even 1h+shield
3)The same as upper

again, this is coming from someone who's used all three weapons (dualsword, blunt, and 2hs), and pretty much leveled the iss (sword singer inside) without any help (got the mentor buff way past 78) other than the basic mentor buff. ever since the sword singer's one handed sword mastery days, they were able to get that mastery be applied to their two-handed swords, if you don't believe me, go make an elven knight, level it to 40 and look at it for your self (duals vs. 2hs) and you'll see that 2hs give more patk than the dual at that stage. and after awakening and the update that gave iss's the one handed mastery, same thing seems to happen with the two-handed swords, they give the same p.atk as the duals and able us to use all our skills. and as for the str. dye comment, again, stats modifications as well as attributes are and should be totally up to the players, hell if i had the money, i'd rather get an oe'd cutter + shield + 15 dex dye just for the defence rate =P
Dual swords are considered a different item though, in regards to mystery.
What might have had ppl confused about this is the fact that Destroyers would get 2handed weapon mastery passive. This would give them another stacking passive for pole and 2handed sword. It would however not give them extra patk while using dual swords or fist weapons, although both could be considered wielded by both hands.
As for ron dual blunts, I dont see any point in using them on an Iss, atleast not in a pvp perspective. Still, they might be easier to resell than 2h swords, since most Tyrr seem to be changing over to dual swords now.
I use ron's dual blunt basically coz 1) I got them early in lvl wise (at 91 i think) and even without SA they can dish out pretty good dmg due to being +4 and having the passive for more skill power. Even if i wanted to sell them i can't since i got a 2nd pair and can't get to sell it.
Stay with TW hvy if you already have it and just do 3x60 on it and +3 all the parts (if you have seraph already then it's w/e).
Get cheap STR dyes, like Str +5 Dex -4 (-12 Dex really isn't a big deal on an ISS for pv3).
Stay like that until 99, and don't worry about dyes atm. So long as you do most of your XP in a grp you will be fine and this will allow you to save money for real gear and dyes at 99. ISS is not a great class for solo xp. You can still do your Kartia solo with what I just posted.
At 99 you need to decide what it is that you enjoy about the game in order to decide how to equip your toon. If you like Oly then consider all +5 str dyes (or Str/Wit mix perhaps on an elf) and hvy eternal atk set. If you're really just about siege and small scale pvp then you could go a mix of +con and +wit dyes and eternal defense set.
PS- Before 99 element for what you pve against. At 99 element for what you pvp against (in other words, element the most against popular types). So you should have 3 parts water/holy and it's a toss up about wind or earth since nukers go wind but most everyone else will go earth on their wep if they pick between those two).
anyone tryed light armor on iss? I am interested if it would be batter in oly vs mages and healers? since armor dont give you mdef maybe there would be batter to play with light vs them and use heavy defence vs daggers and archers...
Have you tried to enchant sword mastery when you are wearing 2h swords ?
Because on the same stats of the weapons you get more Patk from 2h sword when enchanted the passive (for an example +4 dualblunt with +7 passive have less Patk than +4 slashed with +4 passive).`
Addition to that you still can use your offensive skills, and skill mastery applies also (about critting of the skills .. i didn`t had enough STR or luck for skill reuse)

I have both heavy and light eternal, and yes I use the light vs nukers/healers/summoners (summoners mainly due to the fact that you will never beat them on dmg, so it's either kill them outright or you lose). Light is a good alternative in Oly vs those classes, but you definitely need heavy for everything else.
