You did a great job NCSOFT NA, prohibiting the characters to write in chat or shout at normal level until the 76.Mas and now that bots are coming back?
Do you intend to put the ban until Level 85 or more!
Will the day come when they can use shout if we LVL 99.
Although not well this is not so hard!
Because there are people using BOT to bring the level of your main class for 99 and then its up to the Sub Class to lvl 99 too.

They do ban them but they keep getting made, unless you want a GM in each town where there are spam bots banning them as they pop up(they have to be there 24/7 too) instead of checking farm and leveling bots, you'll always see a spam bot, only thing they can do is slow them down and IMO to really slow them down they should have them do stuff that's easy/must do to actual players but will only slow bots since they would need someone doing it (just like the hardest part in the life of a bot is talking island quest chain), something like getting 3rd class or just add a quest to activate shout/trade.
NO THEY DONT...try playing a lil more and ya see the same bots in the same spot for months and months...the only ppl getting banned nowadays are legit ppl cuz they ( NC ) cant seem to get it together....wake up son and look around
