Is there any way to buy this?

Hey there, might be a little odd. But I just came across this on the japanese L2 Store:

And I would absolutely love to get this.
Would any of you know if there is a way to buy it? (without being a japanese citizen obviously, because I am not)

You are aware that it costs almost 100€, right?
