try a different server bro, naia is a pain in the *** to log into most night already,
u and some of ur friend will get stressed with it,
and besides i think thats why they made it noi cannot make a char... cos its over full
That being said, there are at the moment clean-up operations involving live GMs going on (see also here (http://boards.lineage2.com/showthread.php?t=253669)). This costs man-hours, i.e. money, and it would be quite foolish of NCWest to let 20 or 50 new players onto their server about whom they know nothing. You might come out of a sincere desire to play Lineage 2 in a healthy gaming environment, but nobody can be sure that when you see all those old players on Naia who have accumulated wealth over many years you won't be tempted, in spite of your best intentions, to buy adena for real money or use automated ways to acquire that adena in-game :p
The main problem is that through a somewhat unfortunate game design the lands of Aden and Elmore can not accommodate more than 4000 players at a time: http://www.inven.co.kr/board/powerbbs.php?come_idx=390&l=845
This has nothing to do with server capacity but with the monster density and respawn rate in the hunting grounds, especially those where many players tend to gather for doing their daily quests. Therefore NCWest would be well advised to keep character creation on Naia and Chronos disabled until the population has shrunk to that number. If you want a normal European server I strongly suggest trying Innova's, called Core. I play there with a bunch of friends and love it, and we live in the USA. :D

Not that suddenly, it's just that now everyone cries because they can't join that lagfest called Naia. Apparently Shilen is despised because it's not GMT+1!
