New Hero weapons in L2Store uses No grade Stuff (SS and BSS). There's no way to buy NO GRADE BOLTS so u cannot use the weapon, only with skills what make's it useless.
1st.. where you found that they are non grade
2nd.. weapons will be in market after servers restart..
3rd.. all weapons R grade. so min 85lvl can use them.

1) according with Juji, they will use NG items (like shots, etc);
2) dunno, but who cares, there's so many cheaters ingame atm;
3) they have no lvl restrictions, yet according with what Vali said here (http://boards.lineage2.com/showthread.php?t=256388)
