no it means that you can use an armor that uses 2 Slots (top and stockings) but is only 1 item itself for example draconic light armor (s-grade)

yeah. u need one stone to use the appearance for ur body, 1 stone for gloves and one more for boots.

This works fine I have Draconic appearance on my twilight light set,
you dont have to do the legs , just top gloves boots.
