I recently purchased some point to obtain a Darkmane horse, to which I was able. Now that I am trying to gift another horse to a friend I am given the message "Your level is not able to purchase this" or something to that effect. Anyone have any idea's as to what the problem may be?

I've seen this too, it seems to be a bug right now...
Well, I know sometime you should be at least level 85 to buy an item, so it may be the same for the Gift option. It's may be a limitation regarding the gift system too, we didn't get so much information about it afaik
