I believe that btwen 200 + hair acessories on Lineage 2 is a such waste put some hats in events that happens once per decade :P

I'd love to see more hats as well. Either through fishing or through the NCoin store.

On the masks...
Demon Mask & Horns were an old Halloween gift (2007/2008 iirc) and I hope this one doesn't come back, making them more wanted than before :D
Sayhas's White Mask came with a collectors edition of L2 (have one myself) and therefor I hope it won't be reused into the NCoin store.
Half Face Mask has been a give-away with the Kamael introduction (iirc). Was free and I'd be okay if that one comes back ;)

In general, enough masks and hair accessory, but WE NEED HATS...
