According to the skilltree, at lvl 86 you should get lvl 11 craft at 86, not 12.

Post an screenshot with the skill window open, and we can solve your doubt. As far as i know, you get lvl 12 at 90, lvl 13 at 95 and lvl 14 at 99. Even more, if you are a dwarf, you dont need to be a Tyrr Maestro, Fortune Seekers also get craft lvl 11-14, they just dont get the "critical craft" skill that doubles output at % chance.

AFAIK, it's a racial skill, so they get "auto-learned", but stranger things have happened...
