I've just completed this quest without any problems.
NPC ask for new mats that have the same names as old mats, which can be confusing.
To obtain the new mats, I had to trade my old "corroded" ones via Reconstruction Manager.
I did finish the formal wear quest as soon as the lindvior patch kicked in. You have to change the old corroded materials for new ones. You need 360 Cokes Lv.1 and 180 iron ores Lv.1 for "sewing kit". That's what i needed to complete the quest.

Definitely series of quests, this is the one that demands more time to farm the items, especially the cokes lvl 1. I had a friend who took weeks to get it.
