Why should it stack? Soon randoms would start to QQ about overbuffing.
Wanna assume a more defensive aproach, go prayer (pvp or hardcore AOE).
Wanna assume a more mana friendly aproach go mana gain(mostly pve).
Anyways no serious party would use these 2 at same time, reflect dmg+rudolph+balance heal+ purge+ each class self buff of 10 minutes+ each class last stand buff+ cele+ rapso. You'd have overbuffed 2-3buffs minimum. Now rage and minds eye go on normal buff bar (not on trigger anymore), even more overbuff...so no point.
Actually, the old versions stacked, if I recall correctly, and there were far more diverse buffs, so I don't really see the logic in this fact.
But I suppose that other than prevent overbuffing, there's also the explicit will of the developers to make MP come a bit harder than the easy mode that was GoD till Glory Days...
Actually I was looking into that too and it seems that it involves Korean logic, which in the case is that you ain't supposed to have 2 different healers in one party.

Go figure......
Meaning that in the Korean logic, certain classes should be relegated to PvE while some go into the realm of PvP.
It's the same disparity that, in the past chronicles, led a lot of classes here to be completely forsaken.

Sonatas in dance/song slot, and no one will get overbuffed.
