Upgrading Blessed Eternal

When upgrading Blessed Eternal Armor to PvP or PvE it doesn't give you a chance that is succeeds, I know its 100% but shouldn't it still say Chance = High?

It doesn't show chance cos there isn't any chance to deal with, its guaranteed, like the seed talismans, up to Annihilation it doesn't show anything as a chance, just like the Eternal upgrade.
