Judicator 3rd Class Quest (not Split Destiny)

I am subbing a Kamael Inspector and I wanted to do the Judicator Quest (Law Enforcement Quest) I can pick the quest but when I go to Hierarch Kekropus I click on continue and nothing happens. I understand that I cannot do the Split Destiny Quest on the Judicator but can you no longer even do that actual Judicator Quest itself???? If someone knows please let know or is it just a temporary bug. Thank you very much.
