Does the spoil rate being +100% require the entire party have the Prestige Rune? Or just the spoiler/Othell Fortune Seeker?

So in order to utilize the spoil rate increase, do I have to be spoiler myself or just be in party with spoiler and it affects him/her too?

I assume as long as the person who gets the last hit on the mob (regardless of class) has the Rune on them, you get all the stated bonuses; Spoil's included.
