once i tried to buy nccoin for 50bucks twice within a short period of time leading to my first purchase being completed and any others from the second one on the be blocked. turns out i was faster then their system allowing to repurchase ending up in my pp acc being flagged and blocked by nc system.
Try contacting NCsoft with your pp / nc acc info and ask them whether this happened to you too regardless of trying to purchase too fast.
Last couple times i had to mail support to "unblock" my acc in order to purchase, which they did for 24hrs each. Somehow i was able to buy nccoin without problems for aden wheel.

same crap happened to me, deal with it. there's nothing NCsoft will do anymore. Now they even make it clear that they will not "unblock" you from their blacklist. you Either have to wait 1-2 weeks (in some cases; a month) to buy NCcoin.
If you're a european, have an american buy time cards for you.
If you're an american, get them yourself.

During the whole weaver aggie craze, I spent a Benjamin to get the special weaver buff items. Apparently spending at least that much puts up a red flag and gives the whole "To protect your account, you may not purchase additional serial codes until further notice" (paraphrasing). So, looks like NCSoft did me a favor and put in a lock so I don't spend money on the coins. Thanks, NCSoft, for giving me a reality check and I will heed your company's passive advice. I will spend my money on more useful items and not on virtual stuff.
