or mb just ppl who are on programs just ignore it ...

everybody use Ranger
They can ignore cancel target like flash/disparition (avoids being targeted effect) and hit using single target skills

No they can't, it's a bug that involves a certain "lag" between the command input (the cast of the invulnerability-type skill) and the reception of said command (the moment it really takes effect).
I died several times in PVE while under Celestial Shield's effect, so it's not a bot thingie... But indeed, makes PVP a guessing game.

i think it will be fixed at last november wednesday, when is new update will be set (ncsoft do that in same way last few years)

we just hope that they will update the game in the end of november :P
