NCSOFT please fix this bug ;otherwise I cannot enter to Fortuna instance :(.

NEED help

I noticed the same thing while doing the quest on my last character.

Found out the NPC you need to talk to is actually in two spots. That bugged up one, and also near the auction house NPC, and a few others like the warehouse keeper. Just go there and you'll be fine.

I cannot see it near auction house npc around - saski npc at the city

Get your eyes checked.

They manually spawned that NPC while waiting for the terrain fix, apparently.
