Love the thing "stand out vs the ocean of other merchants", but if everyone gets these scrolls at the same time guess what, the ocean of vendors will be cats and standing out means not to be one :P

its a permanent skill and the transformation lasts only 1 hour, i got the one eyed cat, sometime ago on auctioneer.

I didn't see anything that said lvl restrictions. I don't see why you couldn't
