Please Juji, take a look on this, since it is happening right after the new update. We are a clan of 100+ players, and a good 30% of us are experiencing this problem since the launch of the new patch.
LONG STORY SHORT:
Microfreezes when gaming. No matter of what hardware you have: the game freezes often, like every 3-4 seconds, making it unplayable. Microfreeze means that your client gets a freeze that lasts an instant. Very annoying, especially in PvP or Olympiads.
We did a long troubleshooting, since we are many players:
- different hardware configurations (AMD FXes, Intel i5s and i7s)
- different GPU (many cards from AMD and NVIDIA, some guy even tried to change graphic card on a same machine , switching from AMD to Nvidia and viceversa)
- Format + reinstall Windows 7 (no win8 configs at all)
- different memory configs (ranging from 4 to 32 GB)
- SSDs, Raid of HDDs
- Direct connection through server, or proxified with lowerping and wtfast services
Please do not tell us to contact the support center. As I said, it happens only since Valiance.
Yesterday everything was perfect. So it was for the past year.
We can also provide youtube videos showing you what's going on.
I don't know for your clan members, but for me is running smoother in Valiance.
Looks like are some improvements also in the grafics.
The game runs more fluid now and some animations have this fluid/liquid effect. This is very nice (check the jumping gates effect when a player step into it).
I'm using a SSD, I7, 16 Gb RAM and GTX 780: all setings to high, but not that rendering effects.
There is no bots ingame ofc server is smooth again.
But there is for sure some problems in this update, i heard loads of people complaning about this. Like small freezes all the time that doesnt seem have internet problems its more it game it self.
i have this problem too, but my pc ram was seriously downgrade like a month ago, so i was thinking it was becouse of that. but if manny ppl is having this issue y guess is not my pc after all...

EXACTLY.This is the problem. It does not happen on nvidia cards only.

last night we were talking in teamspeak 7 people and in clan also how smoother and faster the game is, no freezes no lags no nothing
probably there will be people that already have this problem but my best guess is to send to support the full specs of your system to try and locate the conflict
even the most irrelevant hardware or software can create glitches in a game and especially in a game with such old game engine like L2
Dunno if it might help you also, but i solved this problem already for some people. If you're using a gaming mouse, reduce the Pooling Rate (Frequency of mouse update) at 125hz value.

Mate, anything below or equal to 500Hz will work. Tested by 4-5 friends so far. gaming mouses are set by default 750Hz+. This causes problems.
Mh so basically there is not a single solution good for everybody.
On Coolermaster mouses, 500 is ok. On logitech Laser Mouses, 333 is fine. On your mouse, 125 @EQXSnowBoard
My advice is to make different tests, and put the highest value possible that does not cause freeze. The higher the polling rate, the better it is, gaming wise, you know....
I mean, if your mouse does not work with 500 and with 125 yes, maybe check if there are some intermediate options like 200-300 and test them.

2 weeks ago I updated windows 8.0 Pro to windows 8.1 pro.
I have SteelSeries Apex keyboard and Sensei [RAW] mouse connect on USB. Both devices failed to work to the full capacity under windows 8.1.
Why?: because windows 8.1 bring a power management system to your USB/ HDMI or any other connections to your PC. In theory, this power management system will check all the time your devices connected and if you are not using them, will reduce/ cut the power to these sockets with the purpose to save energy.
Some solutions exist, but didn't worked for me. (you can google it)
On Razer Naga, 500hz still causes some lag issue even if lighter than the one had with 1000 Hz. Going on 125 solved the problem completely for me, that's why I adviced that frequency.

if he is using 13.9 catalyst than remove it
it ***s up your registry with the previous version and you need to clean your registry manually using safe mode
for the amd its a bit harder because someone says that this program is not recommended , but i cleaned my system with 3 softwares so maybe it would be help for everyone :

restart , f8 , safe mode with networking , start the driver uninstaller first , set amd , delete and restart
after restart f8 again , safe mode with networking , my computer > properties > device manager > display adapter > double click on your vga , uninstall , install driver fusion , launch it , display > amd , analyze
now this one will show you the remain driver files and registry keys LEGACY , double click on legacy ones ( it will open via regedit ) , left click > delete (it needs premium to delete these files )
as i remember there was 4 of those and 1 is perma for the default screen res and etc
after deleting these press f5 in regedit , close it and restart the computer
hopefully the windows will launch normally and after the login screen it will detect your vga
now you can install the latest driver for you vga and be happy
ps: if you are still having issues you need to start from the beginning , but after driver fusion restart do again f8 , safe mode , open amd catalyst twl cleaner and it will detect and delete the remain files
