Look im not a pro dagger but i play well. Your questions need long long answers and mabey from some 99 lvl othell but im a WR and i will tell you That DOGE Evaded skills and normal attacks, what comed in my mind is if the other player is higher lvl you can evade his skills .... wait until some pro dagger to tell you more things.

1 - I'm ghost hunter and on lindvior skills from all othells were a crap, all bugged. So I didn't tested dodge recently. BUT: Evasive counter was created to "balance" ghost hunter and windraider skill in one, also ultimate evasion got mirage on it (remove target by chance). SO, like I said, didn't tested dodge of wind raider but y, evasive counter evade of long range PHYSICAL skills, then, dodge should be working like this for sure.
2 - It boost ur normal Evasion (for melee hits: " /attack") and gives the chance to avoid PHYSICAL SKILLS (othell, tyrr, sigel, iss, servitors, whatever). Also, this skill boost ur crit rate (on normal hits), and make hard u get any debuff.
3 - Boost ur Evasion for melee hits, give u the chance to avoid physical skills, boost ur magic evasion (like feoh hits) and give u chance to remove target.
4 - Yes, avoid yul and AOE skills, since they are NOT MAGICAL.

Easy, use all skills at the same time, no matter which class u go vs, if u use all skills together u get a special boost bonus and u can kill all, also dont forget to use hide and while u are in hide activate your aura toggle, its a bug that makes u stronger too. Last thing...all u need to use as Othell is the AOE skills like razor rain and dagger explosion, those should be your main skills to use in pvp. forget bloodstab and the others blows, they are bugged and dont make much dmg.
