Is there a way to set a download path in the NCsoft launcher, it stubbornly wants to download to C: program files etc etc, however I don't store install data on C and would like to keep it that way.

I figured it out:
Locate NCWest in Program Files x86 and inside open the NCLauncher.ini - there will be a line with a specified install path. Don't try to launch the NClauncher exe, it crashes immediately, use the Lineage 2 icon to open the launcher and check the install path, should be what you changed it to.
