I have the right to know if I am being ripped-off with buying these Lucky Stones.

I personally disagree with your numbers for armors at least until +6. I simply consider you have 1/3 chance to do +3 -> +4, 1/3 chance to do +4 -> +5 and 1/3 chance to do +5 -> +6
The numbers you are showing seems to be the probability to reach a given level assuming it's 2/3 chance to success at each stage.
Armors share same Formula as Jewelry. Although Armors can use the item: "30% High-grade Lucky Enchant Stone". Jewelry I do not know.
I know for a Fact: 20 tries to enchant a Eternal R99 Armor from +3 to make it +6 and around 8 failed. 65% +/- 10% deviation (Good Luck vs Bad Luck). It can definately not be 1/3 on Armors.
Thanks for the link. Let's consider for a while that the rates didn't changed since the tests, and that the rates are the same on NCWest and on Innova's servers.
On this link (https://4gameforum.com/showthread.php?t=15654) we can see that the probability to go from +3 to +4 is around 67.85%, so I tend to agree with the 66% However how do you go to this 44% ? From Innova test, we can see something like 36.99% which is just too far of 44% to say that there is some statistic biais (I summed the two tests with regular and blessed scrolls, 1357 tries then)
Considering weapons, the tests stop at +10. There are several breakdown points after +10 where the success rate decrease again, especially from +15 to +16. The tests are even showing that there are difference between R99 and S weapons. May be it's the same for R/R95 weapons, may be not once again we can't know there.
Finally there is nothing saying that Jewels and Armors share the same enchant rates. Until proven otherwise it is just too much to accept. Your own example is not clear enough (did you started with 20 items to go +6 and got 12 of them ?). The sample size is just too low, especially to call for a 10% variance

When you enchant an item from level N to level N+1, you don't have to consider the previous steps which are not linked to what you are going to do. The Lucky stone is a one time item which will give a one time "boost" during one enchant
As Laby said, that links doesn't prove anything you posted.
If you investigated a bit, you would find out a INNOVA test where they confirmed the enchant rate from +19 to +20 is 20% proving that the enchant rate is not static at all.
I would check your math, cause the numbers presented in the some tests doesnt add up with the numbers you put it here.
