I buy exp rune i try kill mob.. nop.!! die.. lag is very big.. i say ok.. maybe not exp today i lose 1 day rune.. next day.. siege come.. more lag??????? no can move.. ok i wait.. this is not good siege... okay ncsfot have no work on sunday so siege lag is forbiden.. monday come.. i go kill mob.. die again when kill 1st mob .. ?????????? why i work very hard to get my rune and i cant even get my experience from the mob because all is lag

I got 150% in 1 month doing only dailies and grinding on weekend. U checked ur ISP or something like dat? U tried to use battleping or WTFast, dunno.. U need fix ur ISP/delay before complain :)

the last 2 times brasil got lag, was ncsoft and some seanet company problem, i got lag yesterday AND TODAY, and guess what. not isp problem.

Insults aside. I'm fairly certain its your connection. I haven't lagged at all in game and if I do lag, its usually my internet that's the problem.
BR connecting all the way to California is quite the distance so lag should be somewhat expected. Unless you're using a proxy like BattleServers or of the like, you'll lag probably during prime times both during the prime time of your country and prime time of ours.
I'd recommend checking your ISP provider, your router, and your computer (check for overheating, bugs, etc.). If none of these are the problem, its probably distance and I would recommend a proxy for fast internet connection.

Dont be mad, im just saying i have no lag and he can try BattlePing or WTFast to fix it :) WTFast have 30 days free ;D He can use this for while. BattePing is 7 days free. If ur lag dont disappear probably is ur ISP. Try to check ur packetloss, go to cmd and type ping -t www.google.com.br and check dat :)
Anyway SIXSIXSIXDEMON69 get an ssd and try WTFast.
On last sieges a clan mate took many kills because (as he claimed) he was having less lag than the rest with WTFast.
As for lag on sieges: I am guessing that it has something to do with the continuous scanning for friends and foes in the area.
SSD dont help much.
OK, it helps a bit for loading when you teleport to different area and a bit on sieges, but lag on hunting zone....you dont need SSD to fix that.
Also Brasil is closer to California then Europe and from north of europe, close to arctic circle, I dont have any lag in game.
I run L2 on 2 machines: one is laptop with SATA HDD 5400 rpm, GTX 635M and 4 Gb RAM and from normal desktop computer with SSD, GTX 780, 16 GB RAM. The difference is minor and is not a bout lag. Is just loading time.
I never used Battleping or any other software to improve my connection and my internet connection is 100Mb/100Mb, but in reality is like 40-60 Mb/ 10-20Mb (download/upload).
From my experience, lag for online games is mainly because of internet connection.
Can be very good, but in some cases the ISP can have issues with specific areas or specific servers.
P.S.: all who make fun of the brasilian guy english skills, can you ask yourself if you can do the same in portuguese?
You should spend your hard earned cash for English lessons instead.

Haha yea that's prolly true ^^ Some americans actually think we have polar bears in Sweden! That's just awesome.
But to the op question, I do think that you need to check your ISP connections one more time. Most of the time when people complaint about lag, its about their own equipment (slow computer) or the actual connection itself. Router > Modem > ISP > Internet. If it was a NCsoft i9nfrastructure problem, they would have many more complaints.
