Heavily nerfed drop rates benefit both NC (NC store) and farming bots, because it forces people to RMT. This makes the adena that bots are farming 24/7 being selled to players to buy items, that bots are selling, creating more inflation.
Let's be honest. None end-game player can be "stack" his toon for PvP with these drop rates and inflated prices.
