NCSoft blocked Chinese IPs and cheaters are still around. This tells volumes about who are the real cheaters.
In theory, but they admitted they have problem's with dynamic, masked and proxy IP's. Last clan I was in pre GoD and my very brief comeback post GoD had Chinese and Korean player's, so so much for that.
Oddly enough, going in the other direction they are tremendously successful, even up to the point that people serving in military bases in those countries find their IP's blocked trying to play on Korean, Chinese and Japanese server's.
No way its because that's their primary market and they cater to their player base that actually supports the bottom line !
