The answer is : Only bots can actualy play in your server. For legots Ceremony of chaos is forbidden ! :D

can enter when you can have 10 accounts?

this technique is for 1 or 2 accounts, no more time to reach.

and you can make more accounts is because they use a script.

to as many as amended system has to make more than 4 accounts

Use other computer and some mouse, that can make macro, let them press LMK nonstop.
or use scripts :D
or dont sign many accounts

Disable coc while the bot registration is not fixed.
At this time 10 autopot ppls own coc (or less)

say it right. Only donators can actualy do whatever they like. The others just wipe with ban. Make room for more donators. Ncsoft needs moneyyyyyyyy....................

same on Chronos for many many weeks. Is there any chance we can have a month or two of double XP/SP in compensation for the inability to play Ceremony of Chaos?

Additionally, go ahead and deactivate the entire Ceremony of Chaos or at least place a disclaimer that due to he number of bots that sign CoC that real players should not expect to participate in this part of the game.
