You need to do this with a support ticket, not here. I didn't really see anything about being Brazilian in there, but what they said will indeed get them at least a short vacation from L2, maybe not a permanent one, but it should at least merit a 5 day one and a warning if not.
But you need to do it with a support ticket and attache the screen shot's to it. I'd be nice to the support staff and type the translation into English in the ticket if I was you. It may get noticed here, but not for sure and the support ticket's were meant for stuff like this.

If the person was that offended by what was said it's his/her right to report it. I've never reported anyone for slur's myself, but I have a thick skin, and like I said I have been reported ( not for this, for bypassing the chat filter ) myself in the past. It's 3rd party software that shows above someone's head their target. Notice the Iss (clearly a boxed toon) having the name of another toon above his head.
No monster in Ketra has a title on their heads, only the raid bosses do.

The toon's all appearing to have different player's names over their head's that are there and clearly are not friend's I didn't notice until you pointed it out, ( would have just assumed they were titles if it was not pointed out truthfully ) I'm really not familiar with these thing's. The different coloured title is clearly due to the title colour pack from the store, no hidden meaning behind it.
Besides, I never botted myself, but I have seen plenty of screenshots and movies from other people with that "feature" turned on, clearly displaying that the user, indeed, makes use of some 3rd party software.

My point was he would have more luck with getting a bot banned with fraps than he would over some racist quarrel. I know it's against the eula, I'm saying nothing will be done because nobody cares (not even ncwest).

All I can say is my faith being crushed in ticket handling was evidently re-enforced when months on a ticket went by before they closed it on an account recovery issue. Then the community manager reading my bad jokes that point it out to have a talk with the ticket servers (automated bots imo). At least they were kind enough to apologize for not reading the ticket, but it confirms they don't when they are opened, unless supervisors are telling them to. At least that is what I see from a customer pov.

I didn't say all, I said "some" do. I know this because I was a Chef and we hired a lot of Brazilian's in that industry. That's how I know it's mainly Portuguese as well, but some do speak Spanish. Which makes sense seeing as they are both evolved from Vulgar Latin, or the Romance language if you think about it.
