Looking to buy some tats for my toon. What are the differences between a STR Archer and a DEX Archer?

I guess you need both. :) Dex = a. speed Str = p. atak. all other bonus stats are not as important as these. ;) Focus on them.

str lets you right click harder, increases chance of instant reuse, and increases skill damage by a small margin.
dex lets you evade more, attack faster, run faster, and increases skill crit double damage.

DEX doesnt seem to be doing anything at all.

Since when DEX increases runspeed?
STR + 2. Max HP + 4783, P. Def. + 1386, P. Evasion + 7, MP recovery bonus + 10%, and chance of receiving critical attacks - 35% when equipped with Light Armor. Spd. and P. Skill Critical Rate change depending on DEX.

That's a passive skill, not an inherent property of the DEX stat (as shown on GoD patch notes).
Anyway, I admit my mistake in dismissing it...

Never said it's not relevant to the OP, I just dismissed DEX as not increasing speed based on patch notes, while not knowing of that passive skill.
