It was the 8th round of CoC on Chronos tonight, I signed up but did not get ported in.
When I tried to watch the matches I got a message "Ceremony of Chaos is not currently open".
Many people reported they did not port in either.
At that moment I still had the cancel box up, and it was still there when the next round was supposed to start.
This time though, the icon simply did not appear, and I was not able to sign at all.
The same situation took place last Thursday, so it looks like the bug is repetitive.
Update: when I took a look at what was going on at the arenas during the 9th round (to see if anyone was able to get in) I found out one of the arenas had 17 afk bots (and 1 live player). Go figure...
It looks like the cleaning crew doesn't wipe the arenas well enough: here's some player present in the form of a corpse BEFORE the start of the match, and for some reason his name is displayed: http://4put.ru/pictures/max/959/2949047.jpg
A few matches later, I saw that misplaced corpse-with-a-name again. I'm not sure what was that, a bug, a glitch, or something else?

I have had exactly this today the second day in a row on Naia.

Yesterday I tested it more thoroughly.
When the bug occured again, my 2 characters were signed normally yet they both did not get the count (nor ported in afterwards). Both still had the "waiting to participate" buttons up.
Then I relogged one toon, while the other stayed online for control purposes.
When the next round started, the freshly relogged toon got the invitation icon just fine, while the other one didn't. When I clicked "Cancel" on its still active button, nothing happened. And only when I relogged that other toon, the invitation icon finally popped up (fortunately, there were not enough players trying to sign up... it was the last CoC round for that night on Chronos).
Conclusion:
if your sign-up is bugged (you're not ported in), you are risking to miss the next round of CoC unless you relog in time.

Same happened to me on Chronos last night, and saw some1 else shout them too. It won't let you sign for next because it still thinks you are signed until you cancel,that's my theory.
On Monday I clicked the "Cancel" button on the little interface window around 10 minutes after the start of the registration at 21:00, definitely before the quarter-hour round was over, but I did not get an invitation letter again.
Since you don't get the 120 seconds/60 seconds "countdown" when this bug turns up, I suspect that the problem starts very early in the registration process. Maybe the "Cancel" window pops up erroneously and you are in reality not even registered, bots having filled up the capacity early on?
Today the first round on Naia was bugged, with no countdown displayed. But logging out and logging in again made it possible to participate in the following rounds. It was not necessary to close down and restart the client.
