Except ertheia class all other class when you take the quests in lower lvls than 85 u need to farm more than 30 mobs for 1 quest item its a bug/it has been nerfed or what?
it is korean random.
depending on the area...
i always hunt around and test each mob type to see which one gives quest item often. then i hunt that mob specifically and just kill others inbetween.
pay attention.
some mobs give the item more frequently.

Only Adventure Helper quests are nerfed.
i get where the original poster is coming from.
as i mentioned some mobs seem to produce the quest items more often than others. i know in the cruma tower it says a lot of mob names, but i found the floating eyes, not the funny flappy ones... but the floating eyes had a higher drop rate almost 100% than any other mob.
just because it says a mob produces the quest item does not mean it is 100%... so shop around.
