It has 192 power at lvl 1 (around 7+ pts of power more than dark blast maxed), has 2s cd and give back 50% of dmg as direct HP.
Useless in PvE, since you mandatory will be AoE when you r supposed to grind (rare occasions), but can help against though mobs. Surely a huge boost in PvP/Oly, since you can outdamage easily another healer by dmg.
What grind my gears? See a lot of class hopers switching to SE Aeore just to have a tiny chance at oly, besides all their awfulness at playing the class, really.
